David Blackman is native to California, attended school in the San Fernando Valley and graduated with a B.S. degree from the University of Southern California. He subsequently received a MastersDegree in Health Care Administration from the University of La Verne. David began his career in health care with the University of California Hospital System as a Medicaid/Medicare Liaison to the State Fiscal Intermediaries. David was hired by Kaiser Permanente Medical Care Plan in 1980 asa manager and was promoted twice during his nine-year tenure with the nation’s largest managedcare company. David was involved in complex health care issues, including insurance regulations, JCAHO compliance mandated rule applications, finance and clinical access. David was also anambulatory clinic Department Administrator and was responsible for patient access, medical recordsand clinic operations.
